Soudriette (president, IFES--International Foundation for Election Systems) and Pilon (former vice president of programs for IFES) present eight papers that analyze foreign electoral assistance programs and their impacts around the world. In addition to papers that discuss the technical and political requirements for initiating and conducting electoral assistance programs, case studies examine recent experiences in Afghanistan, Iraq, Indonesia, and the Ukraine. Other contributions discuss the influence of African public opinion about elections on citizen trust in political institutions and the use of electoral assistance as a component of American public diplomacy.
