Although the Cold War began almost immediately after the end of World War II, it wasn't until the beginnings of the Korean War that the Truman administration began the massive arms buildup that would characterize the Cold War arms race for years to come. The author chronologically relates the events leading up to the arms build-up, and the build up itself. He argues that without the Korean War, it is doubtful the United States would have initiated the arms build-up or moved its military forces to the global presence it did. He argues that Truman was essentially correct when he stated that without the Korean War, "we'd have done what we did after World War I: completely disarmed."
