This book is the official American Water Works Association Manual of Water Supply Practices, meant to help policy makers, utility managers, and rate analysts consider all factors when evaluating and selecting water rates, charges, and pricing policies. It covers the rate-setting process and the steps of a cost-of-service analysis; the determination of revenue requirements; the process of functionalizing, allocating, and distributing costs to classes of customers; various rate structures and how they are developed; pricing alternatives related to specific customers or groups of customers, and rate-design considerations; the derivation and implementation of capacity and development charges; and implementation considerations and data requirements. This edition has updated information on rates charged to retail and wholesale customers, rates for fire protection service, treatment of fixed charges and declining revenue, system development charges, and the growing issue of affordability.
