No Victory, No Peace

Both the George W. Bush administration and its Democratic critics have failed to formulate a plan for victory in the War On Terror, argues Codevilla (international relations, Boston University). As one example, he points out that trying to win any war simply by killing enemy soldiers is a bankrupt strategy. He began writing these eight essays in the fall of 2001, mostly for publication in the Claremont Review of Books , but delayed collecting them until after the 2004 election in order to avoid the appearance of choosing between losing sides. He was a former Foreign Service officer, U.S. Senate committee staffer, member of the Reagan transition team, and senior research fellow at Hoover.
