According to experts, the cost for lenders to provide new mortgage arrangements was too high due to an increase in the cost of long-term borrowing as a result of the market instability. Sterling had hit an all-time low against the US dollar after Chancellor Kwasi Kwarteng promised more tax cuts over the weekend on top of the greatest tax cuts in 50 years he unveiled in Friday's mini-budget. As the world's financial markets responded to the substantial rise in government borrowing necessary to finance the cuts, the pound had been falling.
