Eighteen case studies ranging from the late 17th century to the present and written by country experts examine the operational and strategic effects of an existent navy (a fleet in being) in both peace and wartime. They analyze the influence of fleets in being on the strategies chosen as well as those rejected by both friends and rivals. Navies covered include the Royal, Bourbon, Napoleonic, Spanish, tsarist, Imperial Japanese, Austria-Hungarian, Italian, German, U.S., Soviet, and Chinese navies.
