Central is Seito Saibara, a former member of Japan's House of Peers who arrived in Webster, Texas in 1904 carrying rice seeds gifted by the Emperor of Japan himself. His vision-that Japanese rice cultivation could transform the Gulf Coast-proved revolutionary. Within two decades, Texas became one of America's premier rice-producing states.
