What makes a great operational commander, and can those qualities be isolated, named, and taught? In February 1998 a United States naval officer set out to answer that question by studying an unlikely subject for a sailor: the German general who, more than any other man, conceived and built the armored striking force that overran Poland in 1939 and France in 1940. An Analysis of the Operational Leadership of General Heinz Guderian is a paper submitted by Lieutenant Commander John W. Mengel of the U.S. Navy to the Faculty of the Naval War College in Newport, Rhode Island, in partial satisfaction of the requirements of the Department of Joint Military Operations, under U.S. Army faculty advisor Colonel William P. Goodwin. Its thesis is that successful operational commanders, across services and eras, share an identifiable set of qualities, which the author groups under three headings: operational thinking, execution of the operational plan, and the intangible character traits of the commander. Guderian is presented not as a German hero but as a case study through which those universal qualities can be examined, with the theoretical framework drawn from the operational-art definitions of Naval War College professor Milan Vego. The paper situates Guderian within the discipline of operational art, the vital link between national and theater strategy on one hand and tactical combat on the other, deploying a vocabulary any modern staff officer would recognize: operational objectives, centers of gravity, critical vulnerabilities, culminating points, decisive points, and lines of operation. It then traces Guderian's formation in the Prussian tradition, the Karlsruhe cadet school and the Gross-Lichterfelde academy, a system that bred flexibility of thought and skepticism toward orthodoxy. His fluency in English and French let him read Fuller, Liddell Hart, Martel, and de Gaulle; his First World War service as a cavalry signals officer taught him the value of mobility and of radio reaching down to the lowest tactical level; and his interwar assignment to motor transport, which he had tried to avoid, made him the German army's de facto expert on armored forces before he ever set foot in a tank. The heart of the study is two campaigns. In Poland, Guderian's XIX Corps drove across the Corridor to the Vistula, and the synergism of surprise, speed, and concentration he called the essence of blitzkrieg produced a swift collapse. In France, he executed the bold "Sickle Cut" plan of Erich von Manstein, whom he called "our finest operational brain," driving three Panzer divisions through the supposedly impassable Ardennes and across the Meuse at Sedan, then racing for the coast despite repeated halt orders from his own high command, his willingness to lead from the front and to contradict superiors, Hitler included, marking the difference between operational and strategic success.
