This paper is an attempt to understand the mechanisms for managing the quality of education through an analysis of the results of the Certificate of Primary Education (CEP). It explores the conditions under which candidates prepare for this exam, specifically regarding the resources deployed in fifth-grade classrooms to achieve the expected results on the CEP. In fact, the study analyzes the following aspects: (i) the extent to which the curriculum is implemented in fifth-grade classrooms; (ii) the difficulties encountered by students and teachers in fifth-grade classrooms; (iii) the resources used by teachers and instructional teams to overcome these difficulties; (iv) the practical arrangements for exam preparation with regard, on the one hand, to the learning outcomes of students taking the CEP and, on the other hand, to the functioning of the monitoring and instructional support system implemented in schools; (v) and finally, the management of strikes during the academic year. In our view, the various aspects mentioned above are all elements that contribute to an assessable framework for evaluating the quality of an effective system for preparing exam candidates.
