Chavan introduces the distinction between Population Load and Population Resolution Capital: the same population that generates enormous pressure also contains India's greatest reservoir of distributed problem-solving capacity.

Its conclusion is neither pessimistic nor utopian.
India does not need to become problem-free.
It needs to become more resolution-capable-a society in which fewer people require extraordinary personal effort for ordinary outcomes, institutions learn before recurrence becomes normal, political success is audited by social consequence, and population is increasingly experienced not merely as pressure to be managed but as capacity waiting to participate.
