Human security is a new concept in international relations that emerged following the abject failures of states to protect and safeguard the dignity of their citizens against fear and want. This theory differs from the traditional notion of state security, which places the safeguarding of the state apparatus at the centre of its policy, even at the expense of individuals. Human security serves to reinforce or fill the gaps in conventional security by emphasising the safeguarding of citizens' basic needs. The International Organisation of La Francophonie (OIF), with over forty years of institutional history, positions itself as a genuine vehicle for the promotion and strengthening of human security. Despite the Francophonie's noble efforts to promote the concept of human security within its linguistic sphere - through its statutory diplomatic actions, as mandated by its founding texts, and through its support for electoral processes in Africa - these efforts remain insufficient to truly realise the Francophonie's vision.
