The Fifth Domain Bazaar: Cyber Power for Sale

When governments first connected their militaries and bureaucracies to global networks, they imagined new efficiencies, not a bazaar of coercive tools. Today, from exploit kits to turnkey intrusion services, the most sensitive instruments of statecraft can be bought and sold to almost anyone with money and motive. The Fifth Domain Bazaar maps these cyber power markets, showing how access, vulnerabilities, and technical labour move between states, firms, and criminal networks, and how this trade is reshaping international politics.

Drawing on security studies and the political economy of technology, the book traces the rise of exploit brokers, commercial spyware vendors, initial access sellers, and ransomware ecosystems. It explains why states quietly outsource critical capabilities, why corporations sometimes flirt with offensive tools, and why criminal syndicates increasingly resemble franchises. Along the way, it shows how attribution in cyberspace is muddied when many actors buy from the same suppliers, and why classic cyber deterrence doctrines struggle when responsibility is so easily denied or displaced.

Written for students, analysts, policymakers, and informed general readers, The Fifth Domain Bazaar offers a clear framework for understanding private cyber capability as a market rather than a mystery. It does not sensationalise individual hacks; instead, it reveals the structures and incentives that make some operations almost inevitable. Readers will come away able to see how seemingly disparate incidents fit into a larger system of trade, dependency, and bargaining.

In a world where strategic advantage can turn on a quietly purchased exploit or leased foothold in a cloud provider, this book helps readers ask sharper questions: Who built this capability? Who sold it? Who depends on whom? And what happens to global order when the power to coerce is one more service on offer in a sprawling, barely governed bazaar?
