Religion as Political Language in Ancient Rome

Few civilizations have left behind a political legacy as influential as that of Rome. Its institutions, legal traditions, military organization, and concepts of citizenship have attracted continuous scholarly attention from antiquity to the present. Yet one of the most fundamental dimensions of Roman public life has often been misunderstood by modern observers: the role of religion. The tendency to separate religion from politics, inherited largely from post-Enlightenment assumptions and modern constitutional arrangements, has frequently encouraged interpretations that treat Roman religious practices either as expressions of personal belief or as instruments cynically manipulated by political elites. Both perspectives capture elements of historical reality, but neither adequately explains the central place religion occupied within Roman society. Religion was not simply a private matter of faith, nor merely a tool employed for political advantage. Rather, it constituted one of the principal languages through which Romans understood, debated, legitimized, and exercised power.

This book begins from the premise that Roman religion functioned as a political language. By this term, I do not mean a language in the literal sense of words and grammar, but a system of symbols, rituals, institutions, narratives, and practices that conveyed meaning within the public sphere. Like any language, religion enabled communication. It provided shared concepts through which political actors could articulate claims, express authority, negotiate conflict, define legitimacy, and construct collective identities. Religious rituals, sacred spaces, priestly offices, divine signs, public festivals, and acts of worship were all part of a broader communicative framework understood by citizens across the Roman world. To participate in Roman politics was, in many respects, to speak this religious language.
