隨著全球行動通訊世代逐步由5G持續邁向B5G/6G世代，通訊產業的技術討論重心已不再僅侷限於傳輸速率提升、延遲降低或基地台涵蓋增加等議題，而是逐步朝太空低軌道衛星通信，及高空通訊平台、無人機等非地面網路(Non-Terrestrial Networks, NTN)發展，與既有地面網路整合為異質通信網路架構。此趨勢不僅有助於補足偏遠地區、海上、航空及災害現場等傳統地面網路涵蓋不足之問題，也將進一步提升通訊服務之網路韌性及服務可靠性。在技術層面，低軌衛星因具備低延遲、廣涵蓋及部署彈性等特性，已成為各國推動次世代通訊網路與數位網路韌性政策的重要關鍵技術。產業層面上，國際間包括Starlink、OneWeb/Eutelsat、Amazon Leo、AST SpaceMobile等業者已相繼投入低軌衛星市場，帶動全球衛星通訊商業模式蓬勃發展，由傳統政府、海事及特殊任務市場，逐步擴展至一般公眾與企業服務、衛星直連手機與災害備援等多元應用場景。然而，低軌衛星與地面行動網路之異質網路整合，也使頻譜共享、干擾治理、跨境協調、執照管理及市場競爭等議題更加複雜。面對此發展趨勢，美國、英國、加拿大、日本等世界主要國家已陸續展開B5G/6G政策布局，並針對衛星直連手機等新興服務監理制度進行調整。我國如何在B5G/6G技術浪潮中，持續促進產業發展與科技創新，同時兼顧頻譜效率、通訊韌性、公共安全、太空永續及公平競爭，將成為未來B5G/6G時代電信監理政策的重要課題。《台經月刊》專題即從技術架構、產業布局、國際政策趨勢及監理制度挑戰等面向出發，探討低軌衛星與次世代通訊網路融合下之發展方向及政策啟示，期望藉由本期專題研析，協助我國資通訊產業界及早掌握全球B5G/6G技術演進、低軌衛星商業模式及主要國家產業布局之最新趨勢，在B5G/6G時代所帶動之新興商機下，奠定我國次世代通訊產業發展基礎及前瞻性未來。
