職業技能缺乏是導致犯罪及再犯罪的重要犯因。從國內外監獄來看，罪犯職業技能培訓是監獄矯正工作的一項重要內容。不可否認，我國的罪犯職業技能培訓雖然取得了很大的成效，卻也存在一些問題和不足，譬如沒有充分考慮到罪犯的意願、就培訓項目缺少市場調查、思想技術教育與技能實訓相脫節……職業技能培訓矯正項目直指犯因性問題的改善，注重職業興趣與培訓內容的契合，引入市場及社會力量，注重證據應用和實證分析，堅持“風險―需求―響應”原則的運用，則可以有效克服以上弊病，提高矯正質量。該項目以社會化理論、認知理論、認知失調理論、霍蘭德職業傾向理論為依據，以認知療法和行為主義療法為原理，著眼于罪犯回歸社會，構建起“C―S―O”（認知―技能―就業）模型。模型具體包括3個模塊(職業認知訓練、職業技能訓練、就業與創業技巧訓練)以及12個單元,科學設計干預方法、劑量及質量檢驗標準，形成一個完整的矯正體系。項目實驗是驗證理論設計的關鍵環節，包括實驗準備、實驗過程及效果分析三個部分。實驗準備主要包括篩選實驗對象，確定實施方和監督方，準備團體輔導及實操場所，制定系列制度，完善系列實施工具，開展民警崗前培訓等，特別是在實驗對象的篩選上嚴格遵循再犯風險篩查、需求評估條件篩選、職業興趣篩查、就業創業市場需求調查、人員分組等操作標準，並在綜合比較分析的基礎上將維修電工列為此次培訓內容。職業技能培訓矯正項目研發報告內容概要項目按三個模塊的順序依次實驗，在團體輔導的基礎上開展工具測試，進行質性或量化評估。通過評估的被試可以進入下一階段（環節），未通過者須增加實驗劑量。實驗期間，絕大多數被試通過人力資源與社會保障部門組織的國家職業技能考核鑒定，取得維修職業技能職業資格證書。研究發現，項目對以下三個犯因維度具有明顯的改善作用：一是有助於建立積極的勞動及職業認知；二是有助於樹立正確的擇業理念；三是有助於提高就業能力。項目最後結論如下：一是項目對18～45周歲之間的成年短刑期盜竊犯具有較好的矯正效果；二是項目適用于高再犯風險、職業技能缺乏，職業興趣、培訓技能與市場需求之間相匹配且有自主參與意願的罪犯；三是項目呈開放性設計，模塊二可根據國家對某種技能培訓規定的劑量進行調整；四是項目對罪犯的文化程度有一定的要求，必須達到初中及以上文化程度，小學及文盲罪犯必須事先進行文化培訓。
