For Byron, poetic achievement was always relative. Writing meant dwelling in an echo chamber of other voices that enriched and contextualised what he had to say. He believed that literary traditions mattered and regarded poetic form as something embedded in historical moments and places. This Element is about the challenges of working collaboratively in and with governments in countries with a strong New Public Management (NPM) influence. As the evidence from New Zealand analyzed in this study demonstrates, collaboration – working across organization boundaries and with the public – was not inherently a part of the NPM and was often discouraged or ignored. The site of medieval Euchaïta, on the northern edge of the central Anatolian plateau, was the centre of the cult of St Theodore Tiro ('the Recruit'). Unlike most excavated or surveyed urban centres of the Byzantine period, Euchaïta was never a major metropolis, cultural centre or extensive urban site, although it had a military function from the seventh to ninth centuries. Its significance lies precisely in the fact that as a small provincial town, something of a backwater, it was probably more typical of the 'average' provincial Anatolian urban settlement, yet almost nothing is known about such sites. This volume represents the results of a collaborative project that integrates archaeological survey work with other disciplines in a unified approach to the region both to enhance understanding of the history of Byzantine provincial society and to illustrate the application of innovative approaches to field survey.

Governing Privacy in Knowledge Commons explores how privacy impacts knowledge production, community formation, and collaborative governance in diverse contexts, ranging from academia and IoT, to social media and mental health. Many accounts of state formation struggle to explain these leagues, since they characterize state formation as a process of internal bureaucratization within individual states. This comparative study of alliances in the Holy Roman Empire and the Low Countries focuses on a formative time in European history, from the late fifteenth century until the immediate aftermath of the 1648 Peace of Westphalia, to demonstrate how the sharing of sovereignty through alliances influenced the evolution of the Empire, the Dutch Republic, and their various member states in fundamental ways. How do bureaucracies remember? The conventional view is that institutional memory is static and singular, the sum of recorded files and learned procedures. There is a growing body of scholarship that suggests contemporary bureaucracies are failing at this core task. This Element argues that this diagnosis misses that memories are essentially dynamic stories. They reside with people and are thus dispersed across the array of actors that make up the differentiated polity. Drawing on four policy examples from four sectors (housing, energy, family violence and justice) in three countries (the UK, Australia and New Zealand), this Element argues that treating the way institutions remember as storytelling is both empirically salient and normatively desirable. It is concluded that the current conceptualisation of institutional memory needs to be recalibrated to fit the types of policy learning practices required by modern collaborative governance.

How did the kings of England and France govern their kingdoms? This volume, the product of a ten-year international project, brings together specialists in late medieval England and France to explore the multiple mechanisms by which monarchs exercised their power in the final centuries of the Middle Ages. Policy entrepreneurs are energetic actors who engage in collaborative efforts in and around government to promote policy innovations. Interest in policy entrepreneurs has grown over recent years. Increasingly, they are recognized as a unique class of political actors, who display common attributes, deploy common strategies, and can propel dynamic shifts in societal practices. This Element assesses the current state of knowledge on policy entrepreneurs, their actions, and their impacts.
