IADI第六屆全球年會暨國際研討會會議假馬來西亞吉隆坡舉辦，本公司由前總經理陳戰勝率團與會，此行除參與該協會之會員代表大會、執行理事會、常設委員會、區域委員會等各級會議外，並參與國際研討會，主題為「存款保險與消費者保護」(Deposit I nsurance and Consumer Protection)，與聞國際組織及各國金融高階領導者之專業經驗及意見，暨建立溝通聯繫之管道，對我國存款保險制度之長期發展與接軌國際深具助益。

我國將配合聯合國（the United Nation）與亞太經濟合作組織（Asia-Pacific Economic Cooperation, APEC），於2008年全面實施化學品全球分類與標示制度（the Globally Harmon ized System of Classification and Labelling of Chemicals，GHS），是一個與國際化學品管理趨勢接軌重要的開始，然而我國在化學品登錄機制與管理應用方面的發展，卻較許多先進國家起步晚，聯合國國際化學品管理策略方針（Strategic Approach to International Chemicals Management，SAICM）中，危害物質登錄管理機制將是國家完整化學品管理制度中不可或缺的一環，未來我國在推動完整化學品管理制度時，必需同時考量我國需求與國際發展趨勢。本研究計畫以蒐集美國、加拿大、日本、中國大陸及歐盟有關化學品管理相關指引與現行登錄機制，針對危害物質登錄管理之相關要點做分析比較，並與我國現有制度以及未來推行化學品全球調和制度、法規修訂方向之必要措施配合等，提出我國未來發展登錄機制之建議參考。本研究建議以我國現有的主管部會管理機制為基礎，透過跨部會協調分工機制（如勞工委員會為實施GHS制度推動跨部會協調機制），共同建立一國家既有的化學品清單，並優先於作業場所法規中，對於新化學物質進入工作場所，須進行通報等登錄機制。未來更擴大應用於其他主管部會法規中，以健全完備危害化學品登錄制度，提供國家整體化學品危害辨識、風險評估與相關法規建置與管理之重要依據，並與國際發展趨勢結合。

在2001年，國際勞工組織所公佈之ILO/OSH：2001職業安全衛生管理系統指引(Guidelines on Occupational Safety and Health Management Systems)，我國亦引進及推動組織內部建 構職業安全衛生管理系統。ILO/OSH：2001職業安全衛生管理系統指引係由國際勞工組織製定，其根據是國際上認可且由國際勞工組織三方代表確定的原則。這種三方性的工作方法為各類組織建立持續發展的安全文化奠定了堅實、靈活和合理的基礎。另外，我國行政院勞工委員會創新以「聯集」概念，整併國際勞工組織ILO-OSH:2001與國際驗證機構OHSAS 18001:2007二套制度之要項與優點，發布適合本國國情之「台灣職業安全衛生管理系統（Taiwan Occupational Safety and Health Management Systems, TOSHMS）」指引，並反應了我國在保護勞工安全衛生方面的價值觀和手段。「台灣職業安全衛生管理系統（Taiwan Occupational Safety and Health Management Systems, TOSHMS）」指引可以供我國所有從事職業安全衛生管理人員使用。指引沒有法律約束力，也沒有取代我國的法令、規章或標準。本系統建立目標係為防止意外事故發生及減少因意外事故造成時間、生命、財產等損失。ILO/OSH：2001／TOSHMS能應用於任可商業、組織或產業來管理其工作場所的安全衛生風險。此計畫已完成訂定符合ILO-OSH 2001/ TOSHMS與OHSAS 18001：2007職業安全衛生管理系統一階與二階程序、規範與表單，並放置於網站(http://www.iosh.gov.tw/)提供事業單位下載，期望協助企業建立相容且滿足兩標準要求文件，並符合安全衛生管理系統的要求。

Economic integration between Hong Kong and Mainland China is a topic of great interest among both policy circles and the academia. This book is a collection of relevant research papers of the Hong Kong Monetary Authority in the past two years, which study the economic integration process between Hong Kong and the Mainland from different perspectives, including linkages through both the trade and financial market channels. It is also the pursuit of the 228 Memorial Foundation since my assumption as the foundation chairman. After the 87th board meeting on September 2003, which approved the establishment of a “228 Massacre Truth Research Task Force,” a 7-member name-list was nominated by Administrator Lee Wang-Tai. The list included academic board members Chang Yan-Hsian, Huang Hsiu-Cheng, Hsueh Hua-Yuan and Chen Yi-Shen; representative of the victims and their families Jhong Yi-Ren and Lee Rong-Chang; and Administrator Lee Wang-Tai himself. 京都議定書已於2005年2月正式生效，我國雖非附件一國家，在第一階段尚無立即減量之壓力，但我國溫室氣體排放總量佔全球總排放量的1%，名列全球第廿二位，很可能被列入下一波要求減量的目標；再者，溫室氣體雖包括六種氣體，但是二氧化碳卻佔台灣溫室氣體排放總量七成五以上，這也是二氧化碳被列入減量重點之原因。就消極面而言，若不採行二氧化碳減量措施，我國恐將遭受貿易抵制，損及國家利益；另以積極面而言，我國身為地球村之一員，自應善盡世界公民之責任，共同為維護地球之永續發展而努力。因此，評估京都議定書對電力系統之可能衝擊與因應對策，實為當務之急。本文即利用Regional and Real-time Pricing System（RRPS）來模擬各種溫室氣體減量政策，包括碳稅及需求面管理對台電機組調度、電價及二氧化碳排放之影響。依據本文模擬結果，徵收40美元/噸CO2之碳稅無法降低燃煤機組之發電量，僅能在尖峰時段降低小部分燃油機組之發電，由燃氣機組取代，但會使電價由每度1.86元新台幣上漲至2.56元新台幣，漲幅約達38%；若將稅率提高為60美元/噸CO2，則燃氣取代燃油之效果更加明顯，但電價也將上漲為2.91元新台幣/度。在離峰時段則因為以核能與燃煤發電為主力，因此課徵之碳稅對機組調度與二氧化碳排放毫無影響，但因離峰時段節點電價低，相對碳稅將佔了電價中較高比例，因此課徵40美元/噸CO2之碳稅將使平均節點價格由每度0.46元新台幣暴增至1.53元新台幣。此外，當系統發電容量不足時，若能透過需求面管理的手段來抑制尖峰負載，是確保系統可靠度的一項良方，同時也能藉由減少發電能源使用而降低二氧化碳之排放。但是，若因實施負載管理措施而將尖峰用電移轉至離峰，則反而可能導致總二氧化碳排放增加的後果。

1915年，余清芳、羅俊和江定等人不滿日本殖民政府統治，意圖發動武裝抗爭，建立自己的領導政權，但因抗軍不敵日本的機關槍和大砲，死傷慘重。一吧哖事件從余清芳等人開始策畫起事，到江定等人被審判處死，前後約兩年的時間裡，有1957位臺灣人被逮捕──其中遭起訴者1482人，被判處死刑者更高達915人，實際被處以死刑者有135人，一部分人則死於監獄中。如此驚人的數字，使此一事件震撼海內外。 筆者主要從社會史的角度來探討一吧哖事件，透過個案研究探討日本殖民政府政策對臺灣地方社會所造成的衝擊和一般民眾對此的反應，以突顯出世界殖民史中，臺灣殖民史與社會史所代表的意義。 作者簡介： 康　豹 (Paul R. This reader is designed for an intermediate-level Chinese course in which students not only develop proficiency in the Chinese language but also gain some knowledge of Chinese culture. It consists of twenty-two lessons, which are arranged according to their level of difficulty. Each lesson contains a core text and a reading text. The contents of the texts cover a wide variety of topics, including Chinese language structures and characters, Chinese customs, proverbs, holidays, social phenomena, religions, poetry and geography, as well as Chinese folklore. A list of questions for group discussion follows the text in each chapter to help students further explore issues related to Chinese culture and to their own lives. This work is the result of a co-operation between a social anthropologist and a social historian and is focused on the social evolution of Southern China. Based on a longitudinal fieldwork study in the Pearl River Delta, which is the heartland of the Cantonese-speaking world, the book explores how the ordinary people and their society evolved in a period of time characterized by drastic change. The study reports on how history supplies people with a repository for the future and accounts for how their march towards modernity is, at the same time, a reconstruction of a tradition.
