Modern policy problems require analysts to capture the interactions between policy and the complexities of economic and social life, as well as between policies of different types. Increasingly, microsimulation is employed to analyse these problems. The election of Latino legislators in the United States is thus complex and varied. This book provides evidence on how successful Latinos have been in winning state legislative and congressional districts in which they have no natural advantage. In particular, this book demonstrates that Latino candidates benefit from higher percentages of Latino citizens in the state, more liberal citizenries and citizen legislatures. Jason Casellas argues that the legislatures most conducive to the election of Latino candidates are Florida, New Mexico and California, whereas the least conducive are the US House and New York.

In the US, there is wide variation from state to state in the institutional arrangements - for example, registration laws - that structure the environment in which citizens decide whether to vote and parties decide whom to mobilize. This has important consequences for who gets elected and the policies they enact. In this book Michael Hanmer argues that to understand how these institutional arrangements affect outcomes, it is necessary to consider the interactions between social and political context and these laws. He tests this theory by examining how the factors that influence the adoption of a set of registration laws affect turnout, the composition of the electorate, and party strategies. His multi-method research design demonstrates that the effect of registration laws is not as profound as either reformers would hope or previous studies suggest, especially when reform is a response to federal legislation. He concludes by arguing for a shift in the approach to increasing turnout.

The volume concludes with a consideration of data from the United States to illustrate the dangers of the application of our methods without due consideration of an election's substantive context and the characteristics of the data at hand.
