Fracking is a novel but contested energy technology – so what makes some countries embrace it whilst others reject it? This book argues that the reason for policy divergence lies in procedures and processes, stakeholder inclusion and whether a strong narrative underpins governmental policies. Based on a large set of primary data gathered in Poland, Bulgaria and Romania, it explores shale gas policies in Central Eastern Europe (a region strongly dependent on Russian gas imports) to unveil the importance of policy regimes for creating a 'social license' for fracking. Its findings suggest that technology transfer does not happen in a vacuum but is subject to close mutual interaction with political, economic and social forces; and that national energy policy is not a matter of 'objective' policy imperatives, such as Russian import dependence, but a function of complex domestic dynamics pertaining to institutional procedures and processes, and winners and losers.

Creoles have long been the subject of debate in linguistics, with many conflicting views, both on how they are formed, and what their political and linguistic status should be. Indeed, over the past twenty years, some creole specialists have argued that it has been wrong to think of creoles as anything but language blends in the same way that Yiddish is a blend of German and Hebrew and Slavic. Here, John H. McWhorter debunks the most widely accepted idea that creoles are created in the same way as 'children', taking characteristics from both 'parent' languages, and its underlying assumption that all historical and biological processes are the same. Instead, the facts support the original, and more interesting, argument that creoles are their own unique entity and are among the world's only genuinely new languages.

Currently, the dominant enforcement paradigm is based on the idea that states deal with 'bad people' - or those pursuing their own self-interests - with laws that exact a price for misbehavior through sanctions and punishment. At the same time, by contrast, behavioral ethics posits that 'good people' are guided by cognitive processes and biases that enable them to bend the laws within the confines of their conscience. In this illuminating book, Yuval Feldman analyzes these paradigms and provides a broad theoretical and empirical comparison of traditional and non-traditional enforcement mechanisms to advance our understanding of how states can better deal with misdeeds committed by normative citizens blinded by cognitive biases regarding their own ethicality. By bridging the gap between new findings of behavioral ethics and traditional methods used to modify behavior, Feldman proposes a 'law of good people' that should be read by scholars and policymakers around the world.

Since 1990, polarization hindered changing environmental policy statutorily. Yet, in mid-2016 the Lautenberg Act regulating toxics - chemicals employed in commerce - was passed, winning business and environmental support. What might explain this? Has the Trump administration undercut the law's effects? Does the Act's passage portend more progressive actions? We show that the Act was a function of the status quo changing due to regulatory efforts abroad and in the United States, and from outside pressures on business. These influences impacted implementation, with the Trump administration not targeting toxics regulation analogous to other programs. Further, the processes we observe for toxics may not be unique.

However, this literature is dominated by western scholarship and has developed within the context of American and (Western) European public institutions. Efforts to place this literature in the context of the global South have been conspicuous by their absence.
