Human rights are now the dominant approach to social justice globally. But how do human rights work? What do they do? Drawing on anthropological studies of human rights work from around the world, this book examines human rights in practice. It shows how groups and organizations mobilize human rights language in a variety of local settings, often differently from those imagined by human rights law itself. The case studies reveal the contradictions and ambiguities of human rights approaches to various forms of violence. They show that this openness is not a failure of universal human rights as a coherent legal or ethical framework but an essential element in the development of living and organic ideas of human rights in context. This book presents a detailed description of Spoken Language Translator (SLT), one of the first major projects in the area of automatic speech translation. The SLT system can translate between English, French, and Swedish in the domain of air travel planning, using a vocabulary of about 1500 words, and with an accuracy of about 75 per cent. Only the human rights lexicon, shaped by the Holocaust and articulated by the United Nations, contained the language and the moral power to address not only the political and legal inequality but also the education, health care, housing, and employment needs that haunted the black community. But the onset of the Cold War and rising anti-communism allowed powerful Southerners to cast those rights as Soviet-inspired. Thus the Civil Rights Movement was launched with neither the language nor the mission it needed to truly achieve black equality.
