Yeh Shih-t'ao (1925-2008) was an outstanding Taiwanese novelist, literary critic and historian of Taiwan literature. 本報告為中國社會科學院院級國情調研基地（黑龍江）2019年度項目結項成果，項目組由中國社會科學院中國邊疆研究所和黑龍江省社會科學院的有關專家聯合組成。報告以雞西市轉型發展為主題，明確研究的典型意義，把脈轉型發展的基礎、優勢、政策支持和面對的主要困難，以國家振興東北老工業基地、資源型城市轉型、興邊富民等重要戰略為出發點，參考省、市、縣三級政府轉型發展的思路與措施，通過多學科理論方法的綜合運用，從工業、農業、科技、生態環境、文旅融合、商貿物流、對外開放等全方位著眼，提出科學合理、貼近實際、行之有效的對策建議，為雞西市成功走出一條資源型城市轉型發展道路貢獻智力支持。

本書首先對我國文化產業的發展歷程和國內外文化產業的研究狀況進行了梳理，並以絲綢之路經濟帶沿線省區市中的新疆維吾爾自治區、陝西省、雲南省為例，闡述了絲綢之路經濟帶國內省區市增強文化產業競爭力的路徑，提出發展文化產業的方式及路徑；其次分析了文化產業安全的內涵和構建原則，闡釋了絲綢之路經濟帶文化產業安全面臨的主要問題，指出構建文化產業預警的重要意義，並從多個角度提出提升絲綢之路文化產業安全度的政策建議。
