The return of Macao from the Portuguese administration to the People's Republic of China (PRC) in 1999 marks the beginning of its transformation in the 21st century. Macao was confronted with various issues concerning then existing political system, economic downturn and gangland violence during the transition period. Beijing put Macao under the "One country, Two Systems" and implemented a wide variety of measures in order to restore its law and order as well as to recover its tourism dependent economy. Gradually, Macao transformed itself to "Las Vegas of the East". Proportionality is a German, and thus continental European, concept in public law that is applied by both the Court of Justice of the European Union (CJEU) and the European Court of Human Rights (ECtHR). The principle specifies that measures adopted by executive authorities should not exceed the limits of what is appropriate and necessary in order to achieve legitimate objectives in the interest of the public. 「公民地理資訊」研究課題，是上世紀末以來地理資訊科學界對於社會實踐的主要回應之一。受惠於公民意識的覺醒、網際網路的發展，以及空間定位工具的革新，公民地理資訊對社會的影響力不僅加深而且加速，成為形塑社會的新興力量。本書共分六章，第一章從整體性的觀點，說明公民地理資訊的意義與內涵，其餘各章分別論述組成公民地理資訊的各個新興研究課題，包括公眾參與地理資訊系統（public participation geographic information systems，PPGIS）、對抗性地圖（counter mapping）、自發性地理資訊（volunteered geographic information，VGI）、地理公民科學（geographical citizen science），以及這些課題所形成之地理媒體（geomedia）效應對社會的影響。總結來說，這些研究課題均擁有一個共同的理念，即如何讓一般民眾重新取回地理資訊的生產權力，並藉由這種由下而上的公民地理資訊落實公民社會的理想。

智慧運輸系統(Intelligent Transportation Systems, ITS)為目前許多國家重要施政項目，是全球主要國家交通重要政策發展方向之一，其內容包含先進交通管理系統、先進用路人資訊系統、先進車輛控制及安全系統、先進大眾運輸系統，以及商用車輛營運系統。美、歐、日等先進國家於50、60 年代開始大力發展汽車工業和道路基礎設施，而發現傳統交通運輸無法解決交通事故、交通壅塞、交通污染的問題，智慧運輸系統的概念應運而生。近年來，節能減碳政策為世界各國重視之議題，各國更是將提升交通運輸之效能，以及減少運輸產生能源消耗與溫室氣體排放，寄望智慧運輸系統的發展。觀察美國、歐盟以及日本的智慧型運輸系統推動歷程，智慧運輸系統的推動，除由政府部門規劃及執行外，亦有賴產業界、學術界及民間部門之協調與合作，這些國際經驗皆可做為國內推動相關政策的參考。

民國94年公佈「CNS 14965高空工作車」之中華民國標準，對於其檢查項目已經作了詳細的規定，但是對於如何實施檢驗，尚未建立安全檢驗制度，所以進行本研究計畫。本研究參考的高空工作車的相關法規與標準包括有中華民國國家標準CNS 14965高 空工作車、國際標準組織ISO16368:2003、美國國家標準ANSI A92.5-2006、英國標準BS/EN 280:2001、日本高空作業車構造規格等。 因為各國法規都有其優點與不足之處，有些項目規定的比較詳盡，並附有計算公式與判定基準，但是有些項目則僅作概略介紹，本研究經過整理後建立「高空作業車強度及安全性能驗證技術草案」。本研究也參考了ISO/IEC guide 65 General requirements for bodies operating product certification systems，期能建立與世界同步之驗證系統。本研究也提供下列資料給國內相關機構或廠商參考。1. 「高空工作車強度及安全性能驗證標準草案」。2. 「特定自主檢查手冊 — 高空工作車」。3. 「高空工作車指針」
