As in earlier editions (no dates noted), Fleming, a project management consultant, and Koppelman, who is involved with project management software, build on work by the US government, especially the Department of Defense, to translate the industrial engineering concept of earned value into a respected management science. They do however take a strong new position here, arguing that while earned value performance data can provide an early indication that a project is falling behind its baseline schedule plan, it cannot by itself forecast the completion date of a project.
