Richard Dahoney is a retired Army Lieutenant Colonel, having served in Korea, Japan, Viet Nam, and numerous locations in the United States. He is now the principal author of disbursing policy guidance for the U.S. Department of Defense, with over 47 years of experience in military financial management. He holds a BA in Business Administration from Rutgers University and an MBA in Comptrollership and Finance from Indiana University’s Kelley School of Business.
