Editors Schultz and Vile (their affiliations are not noted) designed this work to complement a previous reference published in 1998, The Encyclopedia of Civil Rights in America (edited by David Bradley and Shelley Fisher Fishkin). While there is overlap, they've omitted some issues that are fully covered in the earlier reference; in general, they've distinguished "civil rights" from "civil liberties" by focusing on issues connected with the Bill of Rights rather than the Equal Protection Clause of the 14th Amendment. Entries are a page or two in length and include references and cross references; each volume includes the general index. Some 50-plus themes are identified in an initial "topic finder" listing, among them: academic freedom, aliens and citizenship issues, capital punishment, pornography, freedom of the press, privacy and reproductive rights, religion, and wartime and terrorism, to name but a few.
