Lehrer, a post-doctoral researcher at Washington State University's Tree Fruit Research and Extension Center, focuses on farm bill debates during the period between 2005 and 2008. The author suggests that modifying agricultural supports to encourage sustainable land use could benefit the environment, rural communities, farmers, and consumers. The book's theoretical framework is based on two social science literatures: policy change and social movements. After a review of farm bill history from 1933 to 2002, there is an analysis of WTO and US agricultural policy. One chapter is devoted to ethanol history, modern biofuels consensus, and implications of the national security frame for consensus policymaking, as well as implications of the biofuels consensus for sustainable land use. A final chapter explains how farm policy interest groups can approach future policy change. The book includes about 50 pages of references listing books, articles, and web sites, as well as a list of experts the author interviewed from commodity groups, environmental groups, and farm organizations.
