This interesting work on economic development as a tool for poverty reduction presents a comparative analysis of two Chinese provinces, their implementation of development policies, and the successes and failures of those policies to effect real change in the economic conditions of their residents. The work contrasts traditional models of development that emphasized industrial development, tourism, and infrastructural improvements that demonstrate impressive profits but little effect on local conditions against policies that focus on local, small scale, direct benefit programs that are less beneficial to national GDP but are effective tools against poverty. The work details how these later policies, supported by premier Hu Jintao might be the key to dealing with internal economic and social development in China.
