This work for practitioners and students of institutional change deals with practical and theoretical issues related to the reform of public administration institutions. It analyzes lessons from international development agencies' institutional reforms of the past 50 years and analyzes how such reforms have played out in Kyrgyzstan. The first part of the book offers an overview of the first, second, and third waves of institutional reforms from the 1950s through the present. Part 2 presents a case study of Kyrgyzstan's public sector institutional reforms from 1991 to 2011, and part 3 reviews the existing literature on institutional change and reform. The last section of the book presents theoretical tools for reforming public sector institutions. There is no subject index.
