In his 1918 paper "Die Krise des Steuerstaates," Joseph Schumpeter argued that the rise of the modern taxation state was rooted in the need to finance the standing army. This collection of essays revisits that hypothesis, switching focus however to navies (which have been neglected in the literature in spite of the fact that they are far more complex and capital-intensive organizations than armies) and their role in the formation of the state. Although no monocausal relationship between navies and state formation is found in the eight included essays, they generally find that the rise of the navy forced significant change in states' fiscal systems, with the exception of Wilhelmine Germany, which relied on natural growth of the economy to provide the necessary revenues.
