First published in 1950, this study began life as a wartime research project into political communication and propaganda, which brought together a political scientist and a specialist in the philosophy of language and scientific methodology. Because they found the contexts of political communication to be inadequately understood for a full accounting, they found it necessary to seek to elaborate a conceptual framework for inquiring into the workings of the political process. They begin by empirically grounding such abstraction notions as "state" and "sovereignty" in terms of concrete interpersonal relationships of influence and control and adopting a temporal, developmental standpoint towards the succession of political events. They also stress the multiple determinants of the political process and pay close attention both to the symbols of the political process as well as the symbols inherent in the language of political theory.
