In 2007, the Department of Defense asked for a lot of money to convert some of its submarine missile fleet to launch non-nuclear missiles that could hit within meters of their targets, anywhere in the world, within one hour. Congress balked. Negotiations led to a request for this study looking at the current situation, technology operations for achieving desired objectives, and mitigating policy concerns such as inadvertently inaugurating nuclear holocaust or being accused of pork-barreling. The report surveys military, political, international, policy, doctrinal, and technology issues. A final section recasts the information into key questions and recommendation on such matters as whether the US needs such a capacity, what nuclear ambiguity concerns arise and how they might be mitigated, whether research and eventual manufacture should continue, and testing alternative systems.
