Arguing that there is frequently a problem in distinguishing terrorism from guerilla warfare, the author applies the ideas of Mao and Clausewitz to an analysis of asymmetric warfare around the world, including the September 11 attacks of 2001. Other conflicts examined include the Chechen struggle against Russia, the Basque independence movement, and the Irish nationalist struggles.
