Produced by the United Nations Office for Disarmament Affairs in cooperation with the NGO Committee on Disarmament, Peace and Security, this publication reproduces a presentation for UN delegations and civil society representatives introducing the template of the Biological Incident Database produced in response to the UN resolution on a Global Counter-Terrorism Strategy Plan and its annexed plan of action, which called for "the United Nations system to develop, together with Member States, a single comprehensive database on biological incidents, ensuring that it is complementary to the biocrimes database contemplated by the International Criminal Police Organization." The aim of the template is to raise awareness and build capacity with respect to the preparedness, risk assessment, and consequence management of biological incidents and to strengthen the capabilities of states to prevent and combat terrorism. In addition to describing the development of the database template, the publication reproduces relevant General Assembly resolutions and excerpts from reports of the Secretary-General.
