In a study sponsored by the U.S. Air Force, RAND researcher Lambeth analyzes NATO's 1999 air war against Yugoslavia, which attempted to stop Serb leader Slobodan Milosevic's campaign of "ethnic cleansing" in Kosovo province. The study looks at strategic and operational highlights of the 78-day war, problems and frictions of the action, the factors that finally led to Milosevic's capitulation (many of them unrelated to the bombing), the strengths and weaknesses of conducting such an operation by air, and implications for future policy.
