Dubernet, who is not identified, examines four post-Cold War interventions launched supposedly on behalf of people on the move, in Iraq, Bosnia, Somalia, and Rwanda. She concludes that the United Nations interventions were primarily concerned with preventing people from escaping places of conflict, and containing them within the ruins of their collapsed states. Of course the intentional community supports such interventions, she says, because they protect established states from the detritus of those destroyed. Annotation c.
