為加強地層下陷現況掌握與成因探討,急需整合地層下陷地區水 文、地質與氣象等相關監測資料,包含 GPS 監測、磁環分層監測、 水準測量、水井清查、降雨量、地下水位、地質柱狀圖等資料。水利 署於2011年將地層下陷相關監測資料整合並建置資料庫,完成單機及 網路版資訊平台,功能包含基本資料展示、分析和查詢,提供使用者 迅速產出所需圖資、表單等,建置成「地層下陷資訊整合服務系統」。 然為了使系統資料庫資料能即時更新、帳號資料與登入訊息能隨 時查閱與設定、地陷相關分析圖資能綜合呈現,本計畫擬增進資訊整 合服務系統的資料管理及擴充功能。主要工作項目為 : 一.系統資料 庫後端管理平台建置、二.系統改版與功能擴充、三.外單位 GPS 監 測資料介接。首先,新增系統資料庫後端管理平台介面,分成系統帳 號管理、測站及水準樁點管理、測站監測設備管理和資料管理等四個 部分,可提供管理者對使用者帳號資料與權限設定與修改,查詢登入 紀錄,並在系統管理介面批次匯入出監測資料,以及修改測站或監測 設備基本資料。第二項工作則將更換原先資訊整合服務系統的操作圖 台,使用地理倉儲中心電子地圖來呈現監測站點和水準樁點等資訊, 加入地層下陷監測與分析結果等相關圖層,強化 GIS 圖層套疊能 力;加入其他地層下陷影響因子之分析結果於情勢分析綜合圖中,且 能客製化不同監測與分析資料併圖呈現。最後,為提升地層下陷情勢 分析精度,介接其他單位之 GPS 監測資料於資料庫中,將不同資料 庫中的資料表單欄位正規化,納入既有之系統資料庫中,用以擴充 GPS 監測站點數量。 經由擴充與更新過後之地層下陷資訊整合系統,可透過新建置之 系統管理視窗介面,幫助系統管理者藉由簡易直覺式的操作環境,有 效率地更新、修改監測資料和相關資訊,而使用者則能即時掌握最新 -2- 監測資料與分析結果。再透過可自行選擇不同影響因素之綜合分析 圖,與豐富資訊的 GIS 圖層套疊,將能大大提升使用者的情勢分析 與決策能力。
In order to control land subsidence and the causes, to integrate the
monitoring information of hydrology, geology and meteorology in land
subsidence area is necessary. The monitoring datams include GPS,
in-depth layer subsidence measurement, leveling measurement,
investigation for pumping well, precipitation, ground water pressure,
lithological log, and so on. The Water Resources Agency, Ministry of
Economic Affairs integrated the relevant information of land subsidence
to establish a database, and has finished both single and online
information platforms, named “Land Subsidence Integrated Information
Service System” in 2011. The functions of these two systems includes
displaying, analyzing and inquiring most of the land subsidence
information, which can also produce required images and forms
immediately.
This project plans to keep abreast of the latest data, as well as expand
the function for “Land Subsidence Integrated Information Service
System” with the purpose of updating the database of the system by a
user-friendly interface, inspecting and modifying ability of the account
and information for system administrator, and showing the analyzed
image of land subsidence comprehensively. The main working projects
shown as below :
1. Establish “Integration System of Land Subsidence Monitoring
Information--- Back-End Management Platform”.
2. Revision the original system and expand the functions of the system.
3. Exchange the monitoring data with other agencies.
Firstly, establish the “Integration System of Land Subsidence
Monitoring Information--- Back-End Management Platform.” It includes
four managing functions : system account management, monitoring
stations and levelling site management, monitoring equipment
management. The function allows administrator to set up and modify the
user’s account and access permission, to inspect login record, to bulk
import and export the monitoring information from the platform, and to
modify the basic information of station and equipment. Secondly, to
change the base map of “Land Subsidence Integrated Information Service
System” from Google map to Arc GIS, the one used in Geographic
Information Center, to show the information of monitoring stations and
leveling sites. Expand the function means to add on the analysis results of
land subsidence causes in synthesis chart. And then customize the result
of monitoring and analysis by drafting them on one chart. Thirdly,
interface the monitoring information from other agencies aims to promote
the accuracy of the situation of land subsidence. By storing those data
into existing database and normalizing the column on the form, we can
increase the amount of GPS monitoring station and create better analysis
results.
After renewing the “Land Subsidence Integrated Information Service
System”, system administrator can update and modify the monitoring and
other information by using simple and intuitional platform. In addition,
they can master the latest information and analysis results. Last but not
the least, since the authority concerned can compare different causes in
synthesis chart and observe the trend with plentiful GIS layers, they can
greatly improve the analysis for land subsidence, as well as the capacity
to take decisions.
