本計畫配合101年度行政院核定「跨域加值公共建設財務規劃方案」，藉由推動防洪水利設施（或空間）活化與跨域加值之策略，以創新思維之財務規劃方式，透過整合型開發計畫，從規劃面、土地面、基金面、審議面等多元面向，將外部效益內部化，提高防洪水利設施（或空間）之自償性，挹注公共建設經費及籌措未來營運財源，減輕政府財政負擔。
This plan, coordinates with “Project for Cross-Field Value-Adding in Public Works Financial Planning” approved by The Executive Yuan, is to internalize external benefits, improve the self-liquidating of flood control facilities (or space), shift public funds to meet the construction and financing of future operating financial resources and to reduce the fiscal burden of government by pushing for the strategies of activation of flood control facilities (or space).
