The development of international law regulating marine scientific research (MSR) arose out of a complicated mix of Admiralty law, the law of the sea, environmental law, intellectual property law, and trade law. This work examines this development from the 15th to the 20th centuries, particularly focusing on the negotiation of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) governing MSR. Compatibility issues between UNCLOS, the 1992 Convention on Biological Diversity, and the Trade Related Aspects of Intellectual Property Agreement of the WTO are examined. Other topics include the MSR negotiating process and the major environmental and fisheries cooperative science regimes from within and without the UN system.
