Carlos A. Manfoni is an attorney, public policy consultant, President of the Public Ethics Foundation, an Argentine non-governmental organization dedicated to preventing corruption, and teaches at the school of law and political science at Universidad Catolica Argentina Santa Maria de los Buenos Aires. Richard S. Werksman is Senior Anticorruption Programs Adviser at the U.S. Department of State and serves as the U.S. government's lead expert on the Committee of Experts for the monitoring of the Inter-American Convention against Corruption. Both were members of the OAS Working Group that discussed and drafted the Convention.
