International conflicts are best analyzed, argues Chung (East Asian studies, U. of Toronto, Canada), as a "two-level game" in which negotiators must contend with their opposites from other countries as well as domestic constituents who favor or disfavor the agreement being negotiated. Using this framework, Chung analyzes the initiation, continuation, and possible settlement of China's unresolved land and maritime boundary disputes.
