Usman cites the history of economic law as concomitant with the history of mercantile interactions, which can be traced to the sixteenth century, post Renaissance and Reformation in Europe, leading to the doctrine of sovereignty, which, in turn, gave states the ability to make the laws of nations, a part of which became international economic law (IEL). He dwells on international economic institutions that, to some extent, determine the content and character of international economic law. Subject to IEL are nation states, multinational corporations, international organizations, individuals and municipal business concerns. Viewing IEL through the eyes of a developing nation scholar, he examines the International Monetary Fund (IMF), the World Bank, the Organization for Economic Cooperation and Development (OECD), the Organization of Petroleum Exporting Countries (OPEC), the Paris and London Clubs of Creditors, the G8 and G20, regional economic blocs and other economic institutions which drive the evolution of international economic law. Perceived from a different angle, IEL covers many bilateral and multilateral treaties made on trade, commerce and investment since the Second World War on trade.
