Kasozi’s book recounts his experience at the National Council for Higher Education (NCHE) of Uganda vis-a-vis its establishment, development and regulation of higher education institutions, 2002 to 2012, covering a ten-year period of Uganda’s higher education development and demonstrating the opportunities and problems of supervising the expansion of higher education delivery by a semi-autonomous regulatory agency, the NCHE. The book is divided into three sections. The first discusses the establishment of the NCHE, the designing of a regulatory system and the opportunities and problems encountered in doing so. Section two focuses on the relationship between the NCHE and institutions of higher learning, particularly universities. Section three treats the management of the NCHE.
