The Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks was adopted by the United Nations in 1995, in an effort to manage the rights and duties of states to exploit and manage international fish stocks and gave rise to a number of regional fisheries management organizations and inter-state arrangements pursuant to the Agreement's requirements. In this work of legal and political analysis, Henriksen (law, U. of Tromsø, Norway), Hønneland (political science, Fridtjof Nansen Institute, Norway), and Sydnes (U. of Tromsø) first provide a review of the Agreement, with main emphasis on provisions on the right and obligation to cooperate; material and procedural principles for cooperation; allocation principles; and compliance, enforcement, and dispute settlement. They then examine the current workings of five regional fisheries management regimes and their adaptation to the requirements of the Agreement. The five cases examined are the Northwest Atlantic Fisheries Organization, North-East Atlantic Fisheries Commission, Joint Russian-Norwegian Fisheries Commission, South East Atlantic Fisheries Organization, and Convention on the Conservation and Management of the Highly Migratory Fish Stocks in the Western and Central Pacific Ocean.
