Since the mid-1990s, international anti-corruption efforts have shifted from a movement to a very powerful industry over a short period of time. Some in the industry are calling their efforts a ‘war on corruption’. Anti-corruption programs are now a core part of development policy and practice. Assessments about corruption guide donor giving – countries considered corrupt can have their aid funding reduced – and have helped Western government’s gain more direct control over developing countries. What does this so-called ‘war’ against corruption mean for developing countries? How does international discourse fit with local concerns?

This book examines the relevance of anti-corruption discourse in Papua New Guinea, one of the most culturally rich and ‘corrupt’ countries on earth. Despite increased international and local efforts to address corruption over the past two decades in the country, many – including those on the frontline of anti-corruption efforts – fear that levels of corruption continue to rise largely unabated. Some believe that the mismatch between international and local assumptions about the nature of corruption and how it should be addressed is at the heart of the issue. International anti-corruption initiatives stress ‘zero-tolerance’, and try to strengthen formal state-based institutions. However, many people in PNG, like in other developing countries, are more concerned about maintaining social relationships, than following state laws and rules. This book critically examines the collision of international and local perspectives on corruption in PNG; in doing so, it provides a diagnostic on international assumptions about corruption and how it should be fought in developing countries. These insights provide surprising lessons for those interested in studying or fighting corruption in developing countries, providing insight into the implications of the anti-corruption agenda through a detailed empirical case study.

作者簡介

Dr Grant W. Walton is a Research Fellow for the Development Policy Centre at the Crawford School of Public Policy, Australian National University, Australia. Over the past decade Grant has conducted research in the Pacific, Asia and Africa. He has published in numerous academic journals and books and has authored major reports for donors and NGOs. He is the Deputy Director (International Development) for the Transnational Research Institute on Corruption, and a Research Fellow with the Developmental Leadership Program, University of Birmingham, UK.
