Introduction: The Choice of Destiny. The Democratic Republic of Congo (DRC) is at a crossroads. Despite an unrivalled natural heritage - 80 million hectares of arable land, the world's largest cobalt reservoir and the second largest tropical forest - the country has long been confined to a role as a reservoir of raw materials for the global economy. The White Paper "DRC 2040" breaks with this inevitability. It proposes a path of integral sovereignty, aimed at transforming "potential" into "real power" through the local capture of added value and strategic autonomy. I. The Institutional Foundation: The Strategic and Integrated State. The first thesis of the White Paper is that economic sovereignty is impossible without a solid institutional architecture.
