In 2008, Prince Edward Island'a Provincial Nominee Program (PNP) processed 1,913 provincial nominees, nearly as many as in all the previous years of the program combined. At the centre of this surge stood the Immigrant Partner Program, a stream that linked immigration to investment and became associated with more than $525 million in preferred-share investments. Yet, according to figures later examined by the Auditor General, only an estimated $120 million ultimately reached Island businesses.
