What Was MKUltra?

Operating under the codename MKUltra, the program employed hundreds of researchers across universities, hospitals, prisons, and clandestine laboratories across the United States and Canada.
Unwitting subjects - ordinary men and women who never consented - were administered LSD and other powerful psychoactive substances. Others were subjected to electroconvulsive therapy, sensory deprivation, hypnosis, psychological torture, and elaborate behavioral conditioning techniques. The goal was chilling in its ambition: to find a way to override human free will, to break down the self, and to rebuild consciousness according to an external design.
When the program was finally exposed - first through the Church Committee investigations and then through this very Senate hearing - the American public was confronted with a truth that many still struggle to fully absorb: that the seat of human consciousness, the most sacred and intimate territory a person possesses, had been treated as a laboratory.
Why This Document Matters
The 1977 Senate hearing featured testimony from CIA Director Stansfield Turner and other officials, and revealed that the majority of MKUltra's records had been deliberately destroyed in 1973 on the orders of CIA Director Richard Helms - an act that ensured the full scope of the program would never be known. What survived - and what is contained within these pages - represents only a fragment of what was done.
