Following the calls for tenders launched in July 2022 for 27 oil blocks and 3 gas blocks, the overlap of certain perimeters with the Virunga National Park has placed back at the center of the debate the question of compatibility between the extractive option and the legal protection regime. The book examines, from an exegetical approach, the Congolese norms that establish prohibitions and limits. Following the example of Articles 33 of the 2011 environmental protection law, 25 of the nature conservation law, and 155 of the general law on hydrocarbons, which prohibit any activity likely to harm the environment and void any right granted in such an area, the same texts also establish strictly regulated exceptions within it, notably for reasons of public utility and scientific research. Such an interpretative exercise is of paramount importance to guide public policies on the choices and their merits that arise between these two interests.
