E-governance theories and practices have expanded globally across different administrative and institutional settings, yet a comprehensive framework for effective implementation at the grassroots level remains limited. Despite advances in digital technologies such as artificial intelligence, data analytics, and blockchain, many e-governance initiatives continue to face challenges in achieving transparency, accountability, and citizen participation, particularly within local governance systems. This study conducts a comprehensive review and analysis of established and emerging e-governance frameworks, focusing on their capacity to support community engagement, digital inclusion, and participatory governance. The research examines experiences from developed, developing, and transitional economies to assess how digital technologies can empower local communities through improved service delivery, knowledge sharing, and citizen participation.
