基因醫學風尖浪口的倫理省思西元1990 年起，由美國領銜多國科學家通力合作之「人類基因組計畫（Human Genome Project, HGP）」，進行人類基因組圖譜繪製的偉大工程。團隊在2003 年宣布完成92% 的定序，然而由於技術上的限制，所缺失的8% 在經過近20 年的努力後，終於由「端粒到端粒聯盟（T2T）團隊」宣布補齊，完成了人類基因組的完整測序解碼，發表在2022 年3 月Science 期刊 。計畫進行之初，深具遠見的計畫領導者Watson 教授即主張，基因醫學所涉及之倫理法律社會意涵與衝擊（ethical, legal, social implication/impact, ELSI）必需同時被檢驗，因此5% 的研究經費必須投入ELSI 之研究。如此前瞻而跨領域之大政方針，啟動了歐美學界對於基因醫學相關倫理法律社會問題研究之風潮，當時在我國主持「國科會基因體醫學國家型科技計畫National Research Program for Genomic Medicine」的陳定信院士認同此理念並將其納入規劃，亦帶動了台灣的人文社會學者趕上這個研究趨勢。2012 年之後「CRISPR（Clustered regularly interspaced short palindromic repeats）」與「次世代基因定序（next-generation sequencing）」技術陸續發展，大大地推升基因編輯與診斷的應用性，也為基因治療研究開啟新篇章，衍生之新治療也進入臨床試驗階段（例如運用於鐮刀型貧血、地中海貧血、兒童罕病等）。2020 年起武漢肺炎全球肆虐，以腺病毒為載體研發而成的AZ 疫苗以及以mRNA 技術研發而成的Moderna 與BNT 疫苗更是樹建其工、大大減少染疫者重症比例與死亡人數，讓大流行疫情趨向緩解。2001 年起，筆者受到基因體計畫「倫理法律社會影響組（Ethical , legal social impact, ELSI）」召集人之邀請，提出研究計畫申請並獲得委託執行，於是開啟了近20年的「基因醫學倫理」研究之路，期間獲得多次國科會與衛生署補助相關計畫，計畫執行過程中陸續發表相關論文成果，許多主題是環繞在「基因檢測倫理」此核心之上；因為儘管基因醫學之發展無遠弗屆，醫病互動與溝通過程中的「基因檢測與諮詢」仍為最重要之一環。筆者於是
